Need a little help allowing downloads

I'm interested in allowing someone to download a certain file based on a login that they provide. For instance, I would like to store inspection reports on the server and allow the client to access it. The problem is I only want them to have access to the file that I want to allow. I guess the short question is: How do I set up a login/password that will allow access to a certain file on my site? Thanks in advance for the help.

You'll need a customized DB login script, and you will find such programming services affordably available from General NavalDesign and my team as well.

You can also outsource your programming project at O-Desk and GAF if you prefer...
