Default Joomla-new user activation and Register_Global=0

Hi, this is my experience using Joomla 1.53,I face the following problems which i could not solve for too long, hope to get advise here for the senior and experienced

Problem1-new user registration
New user registration requires email activation-, user (Jane) received advise as follow

To activate the account click on the following link or copy-paste it in your browser:

However after activation, the browser show this url http:/// instead of http://www.xuankong-liufa.com- This url could not be opend at all


Problem2-Register_Global=0

I have installed Joomla 1.53 with Register_Gloabl =1 ( or on) as it came with per set already. I was advsied to change to Global_Regiser=0 prior to the installation process.There was no references as where and how to do the changes then.Now I want to amend it to regisrer_global=0 (Off), Please tell me to which file or foler to find this Global_Regsiter Value to turn off.

Can I find it in php.congifuration file at root of server or which line in the file is the value for this or am I to do this ht.access file?

I have made a new php.ini file with regiser_global=o, saved and had it added to server. I though this might work Yet this register _global values remained still ON

I was referring to the Register _Global =0 for configuration.php purpose to safeguard maximum security as Per advise by its installation process and stages.I did this to the installation of drupal6.2 by adding a new text file php.ini (Register_Global=0). I could not do this for Joomla 1.5, donot know where to do this.

OR, this php.ini is like in the case of installation of Drupal6.2, it has to be added first before the installation process could commence.I have installed and am running Joomla already, can I install this php.ini after completion of its installation or I have to do this before its installation process commenced?
