Activex problems

Hi,
The published pages differ from the templates.In the preview the slide menu is activated after ActiveX is unblocked. When published the slide menu does not appear and there is no ActiveX to unblock.
How can I publish the pages witout Activex?? and if unavoidable, how can I make the sliding menu appear.
