Go to tools > Internet Options > Privacy > Advanced > Check "Override automatic cookie handling", select "accept" in both first and third party cookies, and check "Always allow session cookies".
That will get cookies to work, but hopefully someone will come along and tell you the exact options you need, what I told you will open up all doors for the cookies.
