Most likely your windows firewall is blocking you. You will need to make sure Blue Voda is added to your accepted program list and has full access to the internet.

There is a possibility you are publishing to the wrong IP address.
After you click on Publish, the dialogue box opens.
The top with the numbers are the IP address. Ensure you scroll and select your IP address and not somebody else's.
