No, to do this you need to have a connection to the web bone. Something just ISPs can do.

Technically you can host your own website, but if you have more then a couple visitor it will be slow. Every windows based computer after windows 98 (if I am not mistaken, I know xp does) is capable of running a website with not additional software.
