Can anybody please help me!, I'm having trouble with adding forums on my site, and I read some people say they have to subscribe to go to the Cpanel, How do I subscribe and where?

Isn't there a free forums option on Cpanel? And how do I login, I used my username: LuckyJeff and my password and it don't work. Do I have to have to make my website first then log in to Cpanel?
