There is forum software (phpBB) you can install on your website in cPanel via fantastico.
This software this forum uses is called vBulletin, but it costs money unlike the free one available in cpanel

http://www.vbulletin.com/docs/html/ is a start if you own a vBulletin lisence.i have vbulliten how do i get it on my website??????
That manual covers all you need to know. If you don't have a lisence, there's a free forum softwares available also. (Not vBulletin tho)
