slight problem changing permissions in v3

greetings, hope everyone has a safe and enjoyable holiday season

anyhoo i asked one of my admins to promote a member to moderator status, his drop down menu won't allow him to do this.

went into groups to double check permission status, checks out
went into his permissions, shows that he should have full admin privs.
created a new admin group and gave it full admin status, nothing

is this tied to founder status?
i really don't want everyone to have founder status, i like them but you never know.
or is this a quirk in one of the updates?

v-3 has some really funky quirks with the pre set permissions
