    Default Textual language issue

    design issue- my website is in hebrew and when i go to it on the web the words are unreadable until i change the encoding. how do i make it that words come up without people changing there settings?

    in the builder go to tools --> options & check the box on the bottom that says "Enable UNICODE..."
    then go to page properties & change the character set to UTF-8
