Default Help Me Remember

I could have sworn once upon a time that there was an interface that you could get to change the HTML codes for certain things in your forum. Not the edit styles screen that you can get to in the forum. Mainly cell pic and font colors. However, for the life of me I can not find it. I tried to copy the cell pic over from the server side but it comes over as a gif and not in code. Am I going crazy or does such a thing really exist? If so please help me find it. Thanks.
