Changing Forum Theme

After setting up the forum, and getting it ready. How exactly do I change the skin or theme. I have a forum theme, phpBB version. Now how do I get rid of that plain Jane one, to a theme looking one? The tutorials have left this instruction out.

Karen I looked the the phpbb.com website, I could not find the forum template section. All it did was direct me to a free forum sign up page.
(I already tried this sign up for free forum, that is what my site is on now, it is not what I am looking for not enough disk space)

How would I download this template to through the cp(i already downloaded files to my pc);

If you had clicked the CUSTOMIZE button it would have
