help with forum question

I am wanting to put a forum on an inside page on my site. However I am having problems getting my site published right now. I have submitted a ticket for the publishing problem but not fixed yet. My question is...Can I set up the forum if my site is not published yet, and will it mess anything up if I do? please help!

I keep getting a message ( 403 forbidden it said I do not have permission to access that page) I know that this is an error message I just dont know why it is coming up instead of my index page. I double checked and I have my page saved right. I am so lost. I am new to all of this. Do you have any suggestions?

You probably should deal with the publishing problem before moving on. It's possible that someone in a different location could access your site OK, so you may want to post your website address here to see if we can get to it.
