We recently terminated several customer accounts for spamming. VodaHost does not and will not tolerate spam of any type. Purchased opt-in mailing lists are spam. DO NOT send them out. If the person did not specifically ask to receive email from you then its Spam. Period. No discussion, No debate.

It does not matter if they are in the same industry, profession, church group or boy scout troop. If you are sending a email to someone who did not ask to receive it. You are a spammer.

Using a mailing list would increase the load on the server, let alone bandwidth.

I do not want to become spamer and do not want my account to be terminated so to make things clear.
My website will be about dental care; for dentists, tecnitians and general public.
Is notifying dentists and tecnitians by e-mail after I launch my site spaming?
I will sell nothing by e-mail just an information that such site is in their language.

How did you get your list? If they did not specifically ask to receive information from you. Its spam.
