The program to build a site is free. The site hoeting haowever is not. You must pay for the site with vodahost to put it on the net. Youcan check this out in the forums about presales, and so on.

Blue Voda is Free to download and use to design your website....however, as mentioned above, your need to have an account at VodaHost to publish that website.
The prices charged at VodaHost for each account with all the Free features, tools, and technologies included in each still represents the best value on the internet.
