No, you need to open a hosting account with Vodahost as clearly stated in the pages describing Bluevoda.

You've already asked me this question privately. Whatever you do to publish your site, it's going to cost you. VodaHost is very reasonable and offers a lot of facilities, and a good forum.
I'm relatively new to this, but, I can recommend it as a good option. Shop around, if you're moved, but I think you've found a good hosting service at a reasonable price - not ot mention the facilities.
