What should I do for my site? (hope this is the right place)

I was going to start a new project, but I was wondering, should I make it a forum or a site?

I would like a site because there is more work to it and it is fun compiling pages together and making everything work.

I would like a forum because I like to dee that people are actually using my site, I like to participate in what they say and all.

so what do you think? don't say that its my site and I should decide because i am completely neutral on which to do :D

If you are undecided - why not do both? have links between the two?!?

You should do both. Build your site and use the forum to build a community around it.
