Your second example, as in normative English formatting.
It is better to use KeyWords as part of Key Phrase composition, again demonstrating the natural form of English, in order to demonstrate greater relevance and importance (in order to stand out amongst tens of thousands of competitors using the same words) being sure that each is in fact anchored in the page Content (actually is used in text on the page these KW/KP are tagged as META).
* Keep your Key Phrases to 3 words if possible, and in any combination - however composed (words or phrases) limit yourself to no more than 20 words per page entered as Key Words.
Page Titles: limit yourself to the first 45 characters, even though the limit read is 65
Page Descriptions: try to limit yourself to 50 words, although up to 100 are allowed, also using words and phrases that mirror Content and underscored relevancy.
Page Content: although the limit per SE Rules is 1,000 words, the most important and greater valued content should be within the first 375-500 words, which is where most SE's artificially cut off their reads to ascertain relevancy quotient (back from the old days when everything needed to be "above the fold" ... appearing above 600 pixels in page depth).
