Please suggest good website development software for creating a WEB DIRECTORY.

Personally, I think there is some confusion of what the terminology means to you: Web Directory is simply that, a "listing" in any shape or form, but I think you infer much more than you are letting on: you don't need a "script" to design a Directory, but a well-defined PLAN and PROCESS that makes it functional as expected.
