if I start my account on monthly billing basis and find the project worthwhile and decide to keep it going, can I switch to annual or tri-annual without penalty?

You can switch to annual or triannual at any moment. However, the setup fee is not reimbursed. Your annual or trianual subscription will start at the end of your last billing cycle.
