Is it allowed to pay double for double of bandwidth&diskspace for a single account?

We plan to establish a website to provide webmail service,
and it might need more and more bandwidth&diskspace according to the growth of customers.


By the way, for those forwarded emails, are they consuming bandwidth of the account purchased?
