my question is this:

after registering my domain and have published the pages of my site -
are now "online" therefore visible to all?
It is possible to complete the test site and make the link
the various pages and menu before it is visible to everyone?

Hi; Yes, if your domain's name-servers are pointed correctly
and you have correctly published your website files then
your website is online for all to see.

However, you can use your temporary URL to access your site
(the information to do this is in your VodaHost New Account
Information e-mail) and then un-"point" your domains name
servers to disable global access to the site. You will still
be able to access it via your temporary URL, however.
