What about sound option on mouse roll-over .i.e links

A sound option on roll-over might be useful, but I don't think a roll-over option for text would appropriate.

Normally if you can roll over text, it signifies that it is hyperlinked. People would get confused due to the text changing(sizes, colors, etc) and try to click it.

Just a thought.

there are times when roll-over on text to explain what would happen if clicked here, easy to do this dhtml/java however a pain to get in the right place

There already is a mouse moveover option for text.
You can use the hyperlink style sheets for this.
