annonymous login

Have uploaded a doc file to the public_html folder. On a webpage, have a inline frame with url pointing to this folder:

ftp://74.52.61.194/public_html/METHANE PRODUCTION.doc

Get the Alert 530 private site. No annonymous login. Have set allow annonymous login in CPanel FTP Manager.

What am I missing? Have gotten this to work before.
