Check # of messages

Is there anyway I can check to see how many email address my site has sent, that way I can calculate how many I have left in the 200 emails per hour limit?

Also, Is there anyway I can send out a newsletter to all of my subscribers, or would I have to use some newsletter company like:

1) No there is not
2) Constant Contact is a overpriced rippoff. We use ww.Aweber.com , You
will be very happy with there service and they are white listed with all the ISP's
