IP Address Not Available--HELP!!!

Hi, my IP address is suppossed to be 74.86.118.23 but on the publishing menu, the IP addresses in that combination only go up to 74.86.118.23

I know there is a way to make the IP addresses go higher, but I cannot for my life remember how. Please help? Thanks so much!!!! :D

Download the latest version of blue voda and see if your ip is listed there.
