how to publish website

I can't figure out how to post. when i'm on the page I created, I click the publish button and it gives me choices to pick which ip server address.. none of them are the same as the "your IP address" that was given to me in my welcome e-mail

nevermind, I downloaded the newest form of blue voda and it gave me the choice of my ipserver
