comment and forum pages !!

please i been trying to find out how to add a comment script or html . i cant figure out how to add to my page .( sorta like youtube commenting on a vedio )

last i need to find out how to add forum page too and been looking online for help or titurial or somthing i cant find so please help thank you so much .. just a comment page and forum page .
