Depends on what you want to do with the flash. Theres several that can make a webpage or a banner, or a graphic or a menu etc..

I think I am interested in graphic capability initially. I just want to learn the basics.

Try Kool Wizard or something like that. Coffee Cup makes one too.

learnflash.com
and they will have all kinds of tutorials available.
