Is there a bullets toolbar? If so, how do I access it?

No there is not bullet toolbar, but you can use the Insert Symbol tool to insert bullets into you text.

I have tried inserting a symbol to duplicate the look, but can't inset the second line, so I'm stumped on this.

Here's how you can imitate the behaviour of bullets using BlueVoda:
1. Create a table with 2 columns and 2 or more rows.
2. Make the border size zero
3. Use the first column for the bullets and the second for your text. By dragging the cell borders you can vary the space between the bullet and the text
