How do i create 'sign up new user' tag to work

I am trying to add the tag - sign up a new user. I have dragged and dropped it on my index page, but am unable to go through creating a database. Could someone please help me on the hows of how to create this element on my home page for new users to sign in.
I am presently not yet hosting it, so would i need to first host this site (its still not complete) before i can create a data base back end for it ?

Yes, you need to publish the site for two reasons:

1. The pages are PHP so they will not work on local computer
2. Th euser's database file needs to be created on the server, and until you have a hosting account with Vodahost, this is not possible.
