Custom scrollbars

is there any way to use custom scrollbars in pages and iframes?
also, when I customize the scrollbars of a page via the page properties the browser overwrites it with it's own. any way to stop this from happening?

Customising the scroll bars is usually just for IE browsers as many others wont render the code & leave it grey. So! not always a good idea to use this facility.
