Refund of setup fee - webbrok.com

I purchased a monthly hosting account on 22/06/2006 and enquired if it would be refunded if I upgraded to an annual account, was informed it is if you do so in 30 days. Just want to know what is the process to achieve this and will and pay the full amount and later be refunded or will I pay the charge less the 30 dollar setup fee?
