You have to first have a G+ account of your own, and you also have to be logged in for any G+ buttons to display anywhere.
The G+ tools do in fact appear in Preview, providing you have an account and are logged in. They will not function in Preview, but they can be seen (which helps to precisely position them on your pages).

for those of you with the same issue, after hours of working on it. Problem was the preview wasn't working, It says it will on here, for me it wouldn't. FYILeave a comment:

I have followed the "how to" you suggested via link and it doesn't work. Triple checked it and still nothing. I get a webpage can not be displayed where the like button should be. Spent the better part of the day between facebook and here looking for answers and so far nothing works. Any inputs would be great, and please do not just suggest the same link on this thread as it doesn't work. (ialso tried it on a different computer and with IE, and firefox as the preview - nothing)
