Is there a way to do this?

The user of my website wants to be able to post an "Emergency" announcement on the main index page of the web site.
What is the best way (or only way) for me to let them do this? The user is not really computer **** so it has to be easy.

Cannot be done: 1. "shared access" of a single hosting account is a violation of VodaHost's Terms of Service; 2. there is no direct means to populate a web page other than to re-publish it entirely (meaning they would have to have the BV Page File on their system and re-design it before re-publishing). There is no "direct uploading to a specific page area."

Even if using a CMS platform (Wordpress, Joomla, etc.), any such auto-population is made as a "Comment" only, and not anything of a Page's overall design.
