I hope I am in the right place ... I want to know how I make a membership sign up page please for visitors to join my membership website, and I would like to automatically create (compile) a mailing list of members of my website.

Personally, I have a feeling that you are wanting a lot of things that will require more technical expertise than you are apt to develop, and that many of these same features (membership, comments, maillist, newsletter, etc.) are already built-in to some very easy-to-use CMS web scripts like Joomla or Wordpress, which, should you choose to use them, would eliminate much frustration and be a quick and professional solution to avail yourself with.

Just a suggestion.
