I want to transfer a webpage that is currently with rackspace to vodahost. The webpage is in Umbraco, can I download Umbraco in vodahost to keep the page the same and work with it?

If you have a hosting account with VodaHost, you are allowed to install whatever script you want to create your website, including Umbraco, as long as it conforms to Terms of Service.
Keep in mind, however, that Umbarco requires Windows Net Installer, which is not included in the features yout VodaHost server provides. Contact Customer Support for more information on how to install your choice of (C++) CMS scripts, Umbraco.. VodaWebs....Luxury Group
