World Press Plugin Problems

I’m trying to install a World Press restaurant plugin directory. I used the FTP manager, but can’t access the files. I uploaded the files as a Zip, the file name is wplocalplus.zip into the Public html and used the www.valleywidenewspaper.com/wp-login.php as directed. Is there another way to upload this file?
