Quick question - How and where do I enable: file_get_content

Hello everyone!

And yes this is my dilemma.... How and where do I enabled or fixed: file_get_content

I am trying to set up an Amazon affiliate website that I purchased from Shop Express.

The set-up video said to build a data base which I did and came out good except for this... ( file_get_content )

*** If you go to the site, you can see that everything else is ok except for this problem, can someone please help?

Well thats it and I truly someone can please help me, I've googled it, Youtube it and can't get the answer.
