Using layers to make every page the same

Hi, I am designing a website where I want certain things to be uniform on every page (i.e. tabs that run across the top). Is there a way to design one common page that I can make changes to and will automatically change every other page? I've heard about layers, and I didn't know if BlueVoda has that option available.

I followed the instructions to add the menu to each page, however, when I publish it the background ends up being white (rather than green as it was previously). Do I have to make the background in 'menu.php' transparent? And how do I do that?
