frames...Not iframes just frames

i hoping someone can help, i would like to add a couple of frames (see above) to a website i designing can anyone help me to find out how i can do this??

i had discovered these, but they only mimic frames, you cant use the main content window as a target for links. but after all my searching i think im going to have to use a css frame.
