It loads immediately in preview because its in your cache. When you publish are you publishing ALL FILES. You may have to FTP to the server seperately depending on HOW you embedded it in the page.

Thanks, Karen. That worked. I WAS publishing only the changed files. I assumed that the others would remain there unchanged. Obviously a wrong assumption! I'm relieved to figure it out with your help. If you have time would you look at the site and make suggestions?
