Canīt send e-mails with Outlook

Does anyone know how to fix this problem? I receive eīmails but canīt answer them nor to send a new one.

I forgot to say that I did check already
http://www.robtex.com/rbls/69.221.221.1.html but changed IP and have a few closed. but donīt understand why if I never been able to send emails with my accounts all the opposite become hundreds of junk a week.
Second I have no idea what is AT&T and how to contact them.
